Mr. Standing Horse’s technical assistance and training portfolio includes over eighteen years of experience addressing various issues within tribal communities in federal, state, and non-profit sectors. Joshua’s vast experience across sectors adds to the communication, event management, and tribal health sovereignty offerings at Nokomis Strategies. He is proficient in analyzing and coordinating policies, especially in tribal affairs, housing, and community development. Joshua brings high-level expertise in broadband infrastructure deployment and adoption programs, as well as emergency preparedness and response.

Joshua has previously served the Tribal Broadband Connectivity Program and was instrumental in the rollout of over a billion dollars in Indian Country. He individually oversaw over 30 projects totaling over $444 million in the Alaska region. Joshua has served in high-level tribal, state, and federal government roles, adding incredible value to the team as a liaison and coach.

Joshua Standing Horse has over eighteen years of experience in federal, state, and Tribal government, focusing on policy, health, housing, and public safety priorities in Indian Country. At the federal level, he worked with the Bureau of Indian Affairs (BIA), specifically in the Office of Justice Services and the Land Titles and Records Office. At the state level, he served as a Tribal Liaison for the California Department of Housing and Community Development and as a Policy Analyst for the California Rural Indian Health Board (CRIHB), where he assisted with implementing the Affordable Care Act (ACA) in Indian Country in California. Additionally, he has collaborated with Tribal Health Programs across California to implement the Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Rule.

As Vice President at Nokomis Strategies, Joshua now leads a diverse range of projects for Tribal nations, Alaska Native organizations, and nonprofits. His work encompasses strategic planning, program evaluation, community needs assessments, and executive recruitment. He brings his extensive government and policy experience to every client relationship, serving as a liaison, coach, and project manager.
