Mr. Standing Horse’s technical assistance and training portfolio includes over eighteen years of experience addressing various issues within tribal communities in federal, state, and non-profit sectors. Joshua’s vast experience across sectors adds to the communication, event management, and tribal health sovereignty offerings at Nokomis Strategies. He is proficient in analyzing and coordinating policies, especially in tribal affairs, housing, and community development. Joshua brings high-level expertise in broadband infrastructure deployment and adoption programs, as well as emergency preparedness and response.

Joshua has previously served the Tribal Broadband Connectivity Program and was instrumental in the rollout of over a billion dollars in Indian Country. He individually oversaw over 30 projects totaling over $444 million in the Alaska region. Joshua has served in high-level tribal, state, and federal government roles, adding incredible value to the team as a liaison and coach.

Experience managing multi-million-dollar programs, supervising teams, developing curriculum and educational content, and expanding organizational impact through outreach, collaboration, and innovation. Strong knowledge of Alaska Native cultures, communities, and values with a demonstrated commitment to cultural accuracy, professionalism, and relationship building.
